FATF Grey List Updates Affect Gambling Payment Processing

The Financial Action Task Force updated its monitoring roster in February 2026, placing Kuwait and Papua New Guinea on the grey list. The decision modifies payment routing and compliance procedures for gambling operators across regulated markets.

Financial Gatekeepers and Regulatory Alignment

FATF establishes anti-money laundering, counter-terrorist financing and sanctions standards for more than 200 member jurisdictions. The organization does not issue gambling licenses or supervise betting platforms. Its influence operates through banking networks, payment service providers and financial regulators. Richard Williams of Keystone Law states that FATF status affects regulators and operators directly, while banks, payment processors and compliance departments face indirect consequences. Grey listing raises the risk profile applied by financial intermediaries, resulting in slower transaction settlement, stricter customer verification and extended onboarding periods. The February 2026 cycle brought the total number of monitored jurisdictions to 22, with no removals recorded.

Tamsin Blow of CMS Law notes that member countries must implement FATF standards, requiring gambling regulators to embed these expectations into licensing frameworks. The UK Gambling Commission applies robust verification procedures when operators engage with higher-risk jurisdictions. Two countries, Algeria and Namibia, are currently assessed as approaching removal from the monitoring list.

Market structure determines the extent of FATF impact in certain regions. Chris Adriaansz of Franssen Tolboom explains that licensed operators in the Netherlands face limited exposure because remote gambling licenses target domestic residents. FATF designations applied to other jurisdictions do not alter payment conditions for Dutch operators unless the Netherlands itself enters enhanced monitoring.
